The baseline: spreadsheets (Google Sheets / Excel)

  • Best for: Teams under ~30 quota-carrying reps, one comp plan, one planning cycle a year.
  • Cost: Free (your time is the cost).
  • Build-vs-buy note: Use the 12-Month Rolling Capacity Planning Model in this library directly in a sheet before buying anything. Most orgs buy capacity software a year too early.
  • Breaks down when: You need multiple scenario models live at once, or more than 2 people editing simultaneously without version chaos.

Xactly (Territory & Quota Planning + AlignStar, alongside Incent)

  • Best for: Enterprise orgs that already run incentive comp through Xactly and want territory/quota tightly coupled to the comp engine.
  • Cost: Enterprise pricing; implementation typically 12–20 weeks.
  • Build-vs-buy note: Justified once you have >150 quota-carrying reps or multiple comp plans that need to stay mathematically consistent with territory design.

Varicent

  • Best for: Similar tier to Xactly, differentiates on planning analytics/what-if modeling UX — strong if your RevOps team wants to run many scenarios fast.
  • Cost: Enterprise pricing; comparable implementation timeline to Xactly.
  • Build-vs-buy note: Choose over Xactly when the primary pain is scenario-modeling speed rather than incentive-comp calculation complexity.

Anaplan (Sales/Revenue Planning models)

  • Best for: Orgs where FP&A already runs on Anaplan and wants sales capacity planning to live in the same modeling layer as revenue/headcount planning.
  • Cost: Enterprise pricing; usually requires a partner-led build (not out-of-the-box).
  • Build-vs-buy note: Only worth it if Anaplan is already your finance planning backbone — buying it solely for sales capacity is rarely the right entry point.

Fullcast

  • Best for: Mid-market RevOps teams that want territory + capacity planning with automated execution/sync into Salesforce, without a 6-month enterprise implementation.
  • Cost: Mid-market SaaS pricing, materially below Xactly/Varicent/Anaplan.
  • Build-vs-buy note: The strongest "graduate from spreadsheets" option for 30–150 rep orgs before jumping to enterprise ICM suites.

CaptivateIQ / Palette / Forma.ai

  • Best for: These are primarily commission-calculation engines with quota-planning modules bolted on — choose one when your immediate pain is commission calculation accuracy and trust, and capacity planning is a secondary need.
  • Cost: Mid-market to enterprise SaaS pricing depending on plan complexity.
  • Build-vs-buy note: Don't buy one of these to solve a capacity-planning problem alone — evaluate the capacity/territory module as a bonus, not the main event.

Salesforce native (Territory Management + Sales Planning)

  • Best for: Orgs already deep in Salesforce that want basic hierarchical territory structures without a new vendor.
  • Cost: Included/add-on within existing Salesforce licensing.
  • Build-vs-buy note: Fine for simple, stable territory hierarchies; weak for true weighted-capacity math (ramp %, attrition modeling) — you'll still need a spreadsheet or BI layer alongside it.

Consulting-led builds (OpenSymmetry, Alexander Group)

  • Best for: Not a software choice — a design-expertise choice. Engage when you need someone who has built 50 of these before to design the territory/quota methodology, often implemented on top of Xactly or Varicent.
  • Cost: Consulting engagement pricing, on top of whatever platform they implement.
  • Build-vs-buy note: Bring in consulting when the constraint is expertise, not tooling — buying software doesn't fix a bad territory design methodology.
